Vice Chair Douvia called the meeting to order at 8:31 a.m.
A. Giant Pacific Octopus Petition – Decision:
The Commission considered three petitions requesting rule changes relating to the harvest of Giant Pacific Octopus in Washington pursuant to RCW 34.05.330.
Commissioner Perry moved, seconded by Commissioner Jennings to deny the three petitions to initiate immediate rule-making for protecting the Giant Pacific Octopus from recreational harvest. Motion passed unanimously.
Commissioner Mahnken moved, seconded by Commissioner Perry to direct the department to develop the scope of policy options, process and schedule to address protection of the Giant Pacific Octopus in waters of the Puget Sound for consideration and further direction by the Fish and Wildlife Commission at the January 11-12 Commission Meeting. Motion passed unanimously.
B. Minutes for Approval - Decision:
The Commission considered approval of the following meeting minutes:

December 14-15, 2012
Commissioner Carpenter moved, seconded by Commissioner Jennings to approve the December 14-15, 2012 meeting minutes as presented. Motion passed. Commissioner Schmitten abstained from the vote due to lack of access to the minutes for review.
C. General Discussion:
Commissioners and the Director discussed recent activities and items of interest.

Emergency Regulation, effective January 1, 2013 – use of barbless hooks required in the concurrent waters of the Columbia River. In accordance with action taken by the Oregon Fish and Wildlife on December 7, 2012.

Joint State Accord with Oregon - Sturgeon

Continue conversations with Oregon and see if we can come to a consensus
