CR-101
This is a Preproposal Statement of Inquiry (CR-101 form), which gives the public notice that the agency is considering developing a new rule, amending an existing rule, or repealing an entire rule or sections of a rule. This allows the public an opportunity to participate in the rule making process at an early stage.
CR-102
This is a notice of Proposed Rule Making (CR-102 form), which announces to the public that a new rule or a change to a WDFW rule is being proposed. Included on this form is a brief description of the rule, the associated WAC number, a copy of the proposed rule text, the date, time, and location of the public hearing, the deadline to submit comments, and the process for submitting comments. If appropriate, a Small Business Economic Impact Statement (SBEIS) and/or a State Environmental Policy Act (SEPA) determination is/are filed with this notice.
CR-103
This is a Rule Making Order (CR-103 form), which is used to adopt the proposed rule text that was filed using the CR-102 form. The rule is adopted when the CR-103 form is signed by the WDFW Director or the Chair of the Washington Fish and Wildlife Commission (depending on the rule's subject matter) and filed with the Office of the Code Reviser. Usually, unless specified otherwise, a rule becomes effective 31 days after filing.
CR-105
This is an Expedited Rule Making (CR-105 form), which is used to file rules in an expedited manner. Once a CR-105 is filed, there is a 45 day waiting period before the rule can be adopted. On the 46th day, or any day after that, the rule can be adopted and usually becomes effective 31 days later.
North of Falcon

The Washington State Register is a biweekly publication. It includes notices of proposed and expedited rules, emergency and permanently adopted rules, public meetings, requests for public input, notices of rules review, executive orders of the governor, court rules, a summary of Attorney General opinions, juvenile disposition standards, the state maximum interest rate, an index, and WAC-to-WSR table.
